Community Work Centres

Details

With the aim of providing self-employment opportunities to the weaker sections of society, Community Work Centres (CWCs) were constructed and allotted at 54 locations in various J.J. Colonies in the National Capital Territory of Delhi since 1975–76 onwards.

DSIIDC has allotted 1,075 work spaces on Licence Fee Basis, 904 work spaces on Hire Purchase Basis, and 1,680 work spaces on Outright Basis in these Community Work Centres.

Scheme of Transfer of Work Spaces on Out Right Basis

On demand from the allottees and present occupants, DSIIDC launched schemes to regularize allotment and transfer of work spaces on an Out Right Basis. Under the ongoing fifth transfer scheme, the original allottees who obtained work spaces on Licence Fee Basis are eligible for adjustment of the licence fee already paid against the total cost of the work space, subject to applicable transfer charges.

If any Association of the allottees approaches DSIIDC, it may facilitate availing bank loans for transfer of work spaces on an Out Right Basis.

Present occupants and allottees of New Seelampur CWC, through their association, approached Bank of India, and 18 cases were facilitated for financing under the transfer scheme.

Scheme of Transfer for Allottees of Work Spaces on Hire Purchase Basis

To encourage ownership and promote entrepreneurship among economically weaker sections of society, a scheme was launched for six months from 21 February 2011. The scheme allowed a one-time waiver of 25% on the outstanding interest amount for allottees and present occupants of work spaces allotted on Hire Purchase Basis, subject to liquidation of all dues. At least 75% of the allottees or present occupants of a cluster were required to apply through their association to avail the benefit.

Maintenance of Community Work Centres

The responsibility for maintenance of work spaces and Community Work Centres rests with the allottees, present occupants, and their welfare associations, in accordance with the terms and conditions of allotment.

Associations are expected to ensure that unauthorized constructions, encroachments, and polluting industries are not permitted within these centres.

DSIIDC has also undertaken emergency repair works as a welfare measure and has increased payments towards cleanliness and maintenance activities, which are released after certification by the concerned associations.
