Construction of Combined Effluent Treatment Plants
With the growth of the city of Delhi, environmental concerns have assumed greater importance. Till yesterday, we were concerned with goods and services to meet the growing demand whereas today we are faced with environmental concerns. Different industrial estates house a large number of small and medium-scale industrial units. In 1996, a Public Interest Litigation (PIL) was filed before the Hon'ble Supreme Court of India against the Government of India requesting intervention for controlling industrial pollution in Delhi.
The Hon'ble Supreme Court, while considering the environmental issues, directed the Government of Delhi to construct Combined Effluent Treatment Plants (CETPs) for treating effluents generated by industrial units located in 28 different industrial estates across Delhi.
Environmental Assessment
The Delhi Pollution Control Committee (DPCC) entered into an agreement with the National Environmental Engineering Research Institute (NEERI) to conduct a comprehensive survey and recommend suitable measures for the treatment of industrial waste generated by industries operating in Delhi.
NEERI Recommendations
NEERI, in its report, recommended the establishment of 15 Combined Effluent Treatment Plants (CETPs) to serve 21 Industrial Estates in Delhi.
On behalf of the Government of Delhi, the Department of Environment and the Delhi Pollution Control Committee were entrusted with implementing the directives issued by the Hon'ble Supreme Court.
Following the approval of the proposal by the Hon'ble Supreme Court, the Delhi State Industrial & Infrastructure Development Corporation (DSIIDC) was entrusted with the responsibility for the construction of these CETPs.
