Project Objective
The objective of the project is to decongest Delhi and to relocate the industries in approved industrial estates. The goal is also to reduce environmental pollution in residential areas and to provide environment-friendly conditions in alternative localities.
National Capital Territory of Delhi has emerged as one of the biggest centres of small-scale industries in the country. The poor quality of environment created by deplorable sanitary conditions, such as open stinking drains, choked sewers and polluted effluent waste affecting the health of the people, is largely due to uncontrolled / unauthorised development of industrial units.
Poor management as well as tardy implementation of development plans further leads to grave problems of traffic and transportation in the city and mis-utilisation of land use.
Project Background
The Supreme Court of India in its order dated 19.04.1996 in I.A. No. 22 in Civil Writ Petition No. 4677/85, M.C. Mehta Vs. Union of India and others, observed that under the Master Plan of Delhi-2001, non-residential activities in the residential premises are permitted only under certain conditions as laid down in the Master Plan.
With a view to ensure that the provisions of the Master Plan are complied with, a High Power Committee was also constituted.
The Committee received 43,045 applications for grant of permission to operate from their existing locations. Out of these, only 376 applicants were considered eligible for grant of permission.
In this situation, the Government of NCT of Delhi has taken steps for acquisition of land and for development of industrial estates for relocation of industrial units operating in residential / non-conforming areas.
DSIIDC has appointed a consortium consisting of RITES Ltd., Architect Bureau, Redecon and Tetra Tech for development of acquired land with industrial estates at Bawana and Holambi Kalan.
Details of Non-Conforming Industries
The Supreme Court also directed the Government of NCT of Delhi to invite applications from the industries operating in residential and non-conforming areas to apply for allotment of plots / flats and submit an undertaking that on allotment they shall shift from the present place to the industrial estate where the plot / flat area is allotted.
The Department of Industries received a total of 51,851 applications, with 51,214 for allotment of industrial plots and 637 for flats.
